ACT (Available Control Technology) for stationary NOx sources. Final report

Engineering evaluations of stationary source NOx controls were conducted and are reported here to support EPA Region IX in determining whether the NOx emission control rules in the EPA approved State Implementation Plan (SIP) and the recently submitted SIP revisions for the Los Angeles and San Diego areas represent an adequate level of NOx emission control for stationary sources. This report documents the following: A summary of the stationary source NOx emission control rules contained in the SIPs; 'Available Control Technology (ACT)' specifications for NOx sources in these areas; and a summary of NOx rules for other areas in the U.S. The ACT specification includes estimates of baseline and controlled emissions levels, the limitations and operational impacts, and the control costs associated with ACT. Sources considered include utility and industrial boilers, gas turbines, internal combustion engines, and industrial processes. Control technologies include several levels of combustion modifications and post combustion cleanup.
