Electric utility perspective on rate design revisions

The author examines some of the foreseeable effects if new standards set forth in pending national legislation on electric utility ratemaking are applied. These standards include time-of-day rates, seasonal rates, interruptible rates, load management techniques, cost-of-service pricing, and prohibition of declining block rates unless they are cost-justified. The point is made that not all the effects are foreseeable, so that it is well to proceed with caution in the matter of radical rate re-design, making serious and sustained efforts to obtain meaningful data to use as a basis for any drastic departures from existing rate structures.
