Repricing affiliated coal: an update

An Iowa Public Utilities Commission decision to reprice captive coal is part of a recent trend using the California approach, which treats the affiliated coal supplier as part of the utility in rate-making decisions when there is no competitive market. The author explores the justification for this trend toward deferred accounting and describes an approach suggested by the Montana Supreme Court and based on rates-of-return comparisons. Weaknesses in Montana's market-price approach suggest that the California approach has the advantage of simplicity. (DCK)
