A volatile liquid at low gage pressure and at a temperature below 32/sup 0/F is stored in a closed tank resting on the ground. Vapor from the tank is withdrawn, compressed, and thereby heated, and then passed in heat exchange with the ground under the tank. The compressed vapor is condensed into a liquid under a higher gage pressure then the tank and flashed into the tank to at least partially vaporize at the low gage pressure, and to refrigerate the volatile liquid in the tank. There is a layer of heat insulation on the side and top of the tank. The tank rests on a layer of broken rocks, sand, and asphalt-coated base.
