Three witnesses from the Departments of Energy, Commerce, and State testified on the natural-gas-pipeline negotiations between Western European countries and the Soviet Union. Of particular concern, along with the vulnerability of increased dependence on Soviet gas and Western financing, is the leverage that a threatened disruption would give the Soviet Union. Witnesses pointed to Europe's shift to natural gas as its major alternative to imported oil, but questioned whether the Europeans fully appreciate the economic and security risks that Siberian gas represents. The US will encourage coal imports, and will seek European confidence in the US as a coal and nuclear supplier. (DCK)
