Electric utility's view of passive solar backup energy costs

Under the Public Utility Regulatory Policies Act of 1978 (PURPA) of the National Energy Act regulatory authorities and utilities are mandated to review ratemaking procedures. The outcome of this review may ultimately result in modifications away from residential class declining block rate structures to, where appropriate, time-of-day (TOD), demand related, or a combination of both electricity pricing. The backup energy pricing issue is the subject here. The utility's concerns from its side of the meter are addressed, real time energy consumption from a group of (11) passive solar homes is analyzed in a TOD pricing framework, and recommendations are provided to passive solar designers to aid in their future selection of electric backup heating systems. Data and information are the direct result of two passive solar research projects being conducted at the Public Service Company of New Mexico (PNM).
