Reagan and the GOP are riding the Sagebrush Rebellion: but for how long

The Sagebrush Rebellion appears to have Presidential backing for its plans to develop western resources and change traditional policies that protect wilderness areas, but public opinion could change rapidly when the environmental sacrifices are better understood. Cuts in water projects will intensify the conflicting pressures of population growth and energy development for limited water supplies. Local residents are already fighting high bids for water from the Intermountain Power Project (IPP) and contending that water resources are too basic to be turned over to market forces, especially to people outside the region. Polls indicate that people are reluctant to change the traditional allocation patterns, which suggest that the mineral and energy-development programs may be contested in spite of national security arguments.
