The Forest Resources Committee reports that, while there was little new legislation in the first session of Congress, regulations were developed for implementing the 1976 National Forest Management Act and the Forest and Rangeland Renewable Resources Planning Act. New bills were introduced that deal with forestry assistance, research, and extension programs. Administrative actions included the development of guidelines and standards for harvesting and restocking forests and the preparation of an integrated land management plan. Litigation was concerned with timber-cutting practices and timber sales in Texas and with the Tellico Dam case in Tennessee.
