AECL aims at huge export deal

Romania is negotiating with Canada to buy from four to 16 CANDU pressurized heavy water reactors that will be modeled after Ontario Hydro's Pickering units. Production of the first four units will begin in 1979, with work continuing through the 1990s if all 16 are sold. The Canadian nuclear industry, stimulated by $1.2 billion (Canadian) annually, will employ 19,000 skilled workers and will reverse the downturn that began in the 1970s. The Atomic Energy of Canada, Ltd. (AECL) identified its early mistakes and has reorganized its structure and priorities in order to get into a competitive position. The Romanian deal will operate without intermediaries between the two governments and will involve a diminishing transfer of services as the Romanian involvement increases. Although public distrust and waste management problems are largely blamed on public reluctance to accept nuclear facilities, and on buyers insisting on non-standard components, Canada is generally pleased with the small investment needed to develop a Canadian-based technology that operates on domestic fuel.
