Opacity provisions: Background information for promulgated amendments

On December 27, 1985, the US Environmental Protection Agency (EPA) proposed an amendment to the opacity provisions in 40 CFR Part 60, which provided for the use of continuous opacity monitoring system (COMS) data results for determining compliance with the opacity standards contained in 40 CFR Part 60. The proposed amendment to the opacity provisions in the Clean Air Act was published in the ''Federal Register'' (50 FR 53115) with a request for public comments. The 10 comment letters, along with responses to these comments, are summarized in this document. The summary of comments and responses serves as the basis for the revisions made to the opacity provisions amendment between proposal and promulgation.
