Superfund record of decision (EPA Region 6): Fourth Street Abandoned Refinery Site, Oklahoma City, OK. (First remedial action), September 1992. Final report

Technical Report ·
OSTI ID:6575449
The 27-acre Fourth Street Refinery (FSR) site is located in Oklahoma City, Oklahoma. Since the early 1940's, used oils were collected, stored, re-refined, and distributed as recycled product. Contamination from FSR has contributed to contamination in an area just south of the FSR site, known as the 'Parcel H' area. Sludge generated by the reclamation process was disposed of in onsite impoundments. Operations ceased in the late 1960's or early 1970's. The ROD addressed both onsite and offsite sources of contamination, including soil, sediment, sludge, debris, and surface water as the source control operable unit. The primary contaminants of concern affecting the soil, sediment, sludge, and debris were organics, including PAHs and PCBs; metals, including arsenic and lead; and inorganics, including asbestos.
