Results are presented of an experimental study of inclusive production of phi mesons on a beryllium target by 70 GeV/c protons in the beam-fragmentation region x = 2p(/sub L/..sqrt..s>0.41. The measured differential cross sections are well approximated by the relations xd sigma/dxapprox.(1-x)/sup 6.0plus-or-minus1.7/ and dsigma/dp/sup 2//sub T/approx. exp(-(2.4 +- 0.7) p/sup 2//sub T/). An analysis of the x-distributions of the phi mesons, performed within the framework of the quark-parton model, shows that approx.90% of the phi mesons are produced in this x>0.41 region by fusion of strange quarks from the colliding-hadron seas. The obtained ratio ..cap alpha.. = g/sup 2//sub z//g/sup 2/ = (5 +- 18)x10/sup -4/ of the constants of the processes forbidden and allowed by the Okubo-Zweig-Iizuka rule is noticeably lower than the value ..cap alpha..approx.10/sup -2/ expected from an analysis of the decays. The total cross section of the reaction is estimated at sigma(pN..-->..phiX) = (0.7 +- 0.2)x10/sup -27/ cm/sup 2/.
