Since the late 1970s, secondary seals have been a pollution control requirement on many external floating roof tanks. This article reviews some secondary seal designs and the design and maintenance problems that have been encountered at Shell Oil as a result of installing secondary seals on external floating roof tanks. It also includes some recommendations for the design of secondary seal installation.
