This handbook is designed to be used by surface coal mine operators, landowners, and fish and wildlife agencies as well as others as a reference document. It is not intended to burden operators with additional requirements, but rather to provide ideas applicable during mining and reclamation operations by presenting simple, cost-effective methods to improve fish and wildlife resources at the mine site and surrounding area.
