In the closing minutes of the 8th World Clean Air Congress, held in September at the Hague, The Netherlands, a declaration on global climate change was adopted by acclamation by delegates from 35 countries. The resolution had been studied and commented upon for over a year by the member national associations of the International Union of Air Pollution Prevention Association (IUAPPA), sponsor of the Congress. A concurrent call for the creation of a United Nations Environmental Security Council was made by Dr. Louis A. Clarenburg, Chairman of the Clean Air Society in the Netherlands, host for the 8th World Clean Air Congress. The science-based declaration, emphasizes uncertainties and gaps in knowledge rather then the consequences of climate change. A global solidarity is required to address ozone depletion in the stratosphere, ozone buildup in the troposphere, and atmospheric warming. The Declaration and its background are presented.
