The following are included: the needs for an experimental system, SERAPH and the DOE national plan, a description of the SERAPH experimental system, and the experiment implementation plan. A background discussion of process steam uses is presented in Appendix A. A synopsis of a SERI survey report on existing experimental solar test facilities is attached as Appendix B. The detailed design and construction costs for the experimental hardware are presented in Appendix C. (MHR)
