Canada's National Energy Program: an update

Controversy continues over Canada's National Energy Plan (NEP) as western provinces protest what they see as infringements on their sovereignty and threats to their economy, but there are some signs of compromise. A background review of the NEP notes the threat of Quebec's separatist leanings, the high costs of energy imports, and the predominance of foreign ownership of Canadian resources and industry. A summary of the NEP's major provisions focuses on the goal of energy self-sufficiency and the positive effect this could have on world oil markets and world stability. (DCK)
