Facilitating US oil imports: deepwater ports in the Gulf of Mexico

The increasing use of larger tankers and crude-oil carriers and the increasing demand for imported energy sources require newer facilities and techniques for unloading and distribution than present ports can provide. The policy implications of deepwater ports involve matters of national security, environmental damage, safety, regulation, ownership, siting, and other matters. A comparison of offshore and onshore deepwater ports in the Gulf of Mexico illustrates the necessary tradeoffs that must be included in a planning stage. A high priority should be given to comparing the relative advantages and disadvantages of the two types of deepwater port so that their development can proceed. 12 references, 1 figure, 2 tables.
