Comprehensive energy conservation program
Information is presented to aid small communities (under 100,000) in combating rising energy costs and to disseminate information on energy conservation. The necessary groundwork to be laid for a community-wide energy conservation endeavor is discussed. Organizational structures, goal formulation, and implementation guidelines are analyzed in depth. These preliminary discussions are followed by two sections which focus on assessment techniques for understanding the current community-side energy picture. Application of these techniques are discussed and policy formulation is realized from the applications implementation. Specific actions which may be taken to reduce the consumption of energy for a wide spectrum of energy-using activities are discussed. Specific chapter titles are: Developing an Energy Office; Planning Objectives, Goals, and Standards; Developing and Implementing the Basic Plan; Use of Community Residential and Building Surveys; Energy Audits; Public Education; Transportation; Home Weatherization; Reading Utility Meters and Bills; Water Conservation and Conservation of Energy in Water Systems; Energy Conservation for Greenhouses and Agriculture, Solar Energy; Landscaping for Energy Conservation.
