Food connection: transforming the US-Soviet relationship

Mr. Brown sees Soviet purchases of American grain as an economic tie that could develop into a positive political relationship. The Soviet need to import food reveals a weakness in the system's ability to feed its people that should enter into balance of power considerations. In contrast to the fluctuations of good and bad harvests of earlier years, Soviet agriculture now requires massive imports. Despite warnings of soil and water problems, US agriculture has made a rapid advance that could, through frequent consultations and negotiations, supply food for the Soviets, improve the US trade balance, and reduce world tensions. Mr. Brown feels that the food connection could help the two superpowers cooperate in arms control, scientific research, space exploration, and other areas. 7 figures, 1 table. (DCK)
