We have measured mean [ital Q] values for single-electron capture and transfer ionization in slow collisions between Xe projectiles of very high charge [ital q] and He. For the former process we observed an oscillatory behavior as a function of [ital q], reflecting the discrete nature of the capture states. The experimental [ital Q] values for transfer ionization are substantially higher than the minimum [ital Q] values predicted by the extended classical over-the-barrier model. These results offer an explanation for earlier reported anomalously low ratios between the cross sections for two- and one-electron removal from He in collisions with highly charged Xe [H. Andersson, G. Astner, and H. Cederquist, J. Phys. B 21, L187 (1988); H. Cederquist [ital et] [ital al]., [ital ibid]. 25, L69 (1992)].
