Commuter crisis in the northeast

A long-deferred debate over who should operate commuter rail services is about to erupt in Congress. Conrail is seeking to unload the commuter rail business it inherited in 1976, and Amtrak is willing to take it on. However, Amtrak wants Congress to deal with two fundamental problems before receiving authority for this commuter service: dilapidated equipment and oversized work force. An alternative to Amtrak would be to surrender some benefits of a coordinated regional system and have separate state and local agencies take over operation of commuter lines. (2 photos)
