Crude oil prices and rapidly changing crude oil markets to receive close attention during annual Kioge meeting
Complexities of Phase IV guide lines, the 2-tier crude pricing system, and the rapidly changing crude oil market are expected to capture much of the attention as Kansas independents gather for their 36th annual convention at Wichita, Kans., Sept. 19 to 21. Most independents in Kansas felt that the Phase IV regulations would give them their first opportunity in many years to expand their exploration and development drilling programs. One operator said, ''The Cost of Living Council program provides very definite incentives.'' As a result most operators are re-evaluating the total exploration and production programs with a view toward increased activities, particularly in the areas of exploration and secondary and tertiary recovery. Other leaders of the industry were pointing out that increased natural gas and crude oil prices were opening up countless prospects which they could not look at previously because of the poor economics.
