The book expands ''The Oil Security System--An Oil Import Policy for the United States,'' a study completed for the Center for Naval Analyses (CNA) by the authors in May 1974. The CNA study concentrated on demonstrating that a set of policies called the Oil Security System might simultaneously render oil embargoes of the United States useless and save U.S. consumers billions of dollars in coming years. Following this introductory chapter, Achieving Oil Security, Chapter 2 introduces one feasible way companies might be allowed to import oil backed by verified emergency oil supplies, and Chapter 3 demonstrates that this approach would provide more security at lower cost than the major alternative import policies. Chapter 4 describes in detail examples of the different types of emergency oil supplies, and Chapter 5 shows how the amount, timing, location, and form of imports could be linked to the same characteristics of the emergency supplies backing them. Chapter 6 describes the type of emergency plan provided by the information on contracts for emergency oil supplies and outlines how the system would work in an emergency. Chapter 7 addresses such topics as the consequences for the OSS of import prices higher than domestic prices of oil, of possible hoarding of oil supplies during emergencies, and of possible cheating on reports of inventories and production. A number of questions deal with the U.S. balance of payments and with free trade as an alternative to the OSS.
