The Assessment Methodology for New Cooling Lakes has been developed to evaluate multiple uses of new cooling lakes, with emphasis on the recreational use of fish. The report consists of three volumes. In Volume 1 the stepwise method is presented in steps for evaluating recreational use potential of a new cooling lake based on the fish community characteristics of biomass, species composition, and harvest. First, a statistical model was used to classify a cooling lake into one of four groups of lakes having unique fish community characteristics. These groups were defined using limnological and fisheries data from existing cooling and noncooling lakes. Second, detailed analysis of the fish community and water quality factors was performed with an ecosystem simulation model. These results are evaluated with accepted methods for determining recreational demand and use projected with respect to nearby population centers. Finally, specific techniques for managing fish and wildlife habitat associated with cooling lakes are presented.
