The temperature dependence of oxygen ordering in YBa{sub 2}(Cu{sub 1{minus}{ital x}M{ital x}}){sub 3}O{sub 7{minus}{ital y}} ({ital M}=Al,Co,Fe) is studied theoretically. A generalized mean-field model including short-range atomic correlations is used to investigate the effect of substitutional impurities on the ordering of oxygen atoms in the Cu(1) basal plane. The calculated phase diagram suggests that the macroscopically tetragonal phase observed for {ital x}{gt}0.025 and {ital y}{congruent}0 transforms at temperatures {ital T}{lt}800 K into an orthorhombic phase if the oxygen content in YBa{sub 2}(Cu{sub 1{minus}{ital x}M{ital x}}){sub 3}O{sub 7{minus}{ital y}} is reduced.
