The videotape is divided into four sections. Section 1 defines the purpose of the Remedial Investigations/Feasibility Study (RI/FS) and reviews the responsibilities of the RPM during the RI/FS. The module outlines the phases and activities of the RI/FS including scoping, site characterization, development and screening of remedial alternatives, and detailed analysis of screened alternatives. The interdependency of these activities is also discussed. Section 2 discusses the objectives of a Record of Decision (ROD) and the goals used to select a remedy. The processes for developing a ROD and for obtaining approval of a ROD are outlined. The roles of the RPM throughout the entire ROD process are presented. Section 3 describes the steps involved in the RD and RA and defines the responsibilities of the RPM. The responsibilities of key players, such as the U.S. Army Corps of Engineers (USACE), the States, and contractors also are identified. The transitions from the ROD to the RD, and from the RD to the RA are outlined. Section 4 covers the various tasks involved in ensuring adequate PRP response, such as procuring and monitoring the work of EPA's oversight contractors, conducting on-site inspections, reviewing the work of PRPs, identifying violations of the consent order/decree, and initiating administrative or stipulated penalties.
