The energy-saving potential of a telecommunications - transportation tradeoff warrants policy consideration. The transportation sector is unlikely to reduce or change its fuel base in the short term, but developments in telecommunication technology and its application in business and the home could become a substitute for future travel. The impact of such a tradeoff involves changes in society and the process of urbanization as well as energy conservation. Telecommunications as a travel substitute will require advanced electronic equipment to link neighborhoods and suburban locations to each other and to a central focus. This will intensify social-equity problems because it will concentrate power and alter power relationships. 26 references, 1 figure, 1 table. (DCK)
