Standards of Performance for the control of emissions from the asphalt roofing manufacturing industry are being proposed under Section 111 of the Clean Air Act. These standards would apply only to saturators, blowing stills, storage tanks, and mineral handling and storage operations in asphalt roofing plants, and blowing stills and storage tanks in oil refineries and asphalt processing plants. This document contains background information and environmental and economic impact assessments of the regulatory alternatives considered in developing proposed standards.
