Design of a utility competitive assessment experiment

The present energy market is characterized by an increasing level of competition between electric and gas utilities for a broad range of end-use markets. This competition has led a growing number of utilities to design new competitive assessment/demand-side management experiments to gain crucial information about electricity and gas usage. This paper describes the research activities undertaken in the statistical design of the Residential Energy Usage Comparison (REUC) Project, an innovative and ambitious experiment being undertaken at Southern California Edison Company. Innovative analysis techniques are developed to address the important design issues of sample design and stratification, and optimal allocation of end-use data collection monitors. The techniques developed for the REUC Project have direct applicability to other utility competitive assessment experiments.
