Oil policies of Kuwait: an outsider's interpretation

Kuwait is a leader among the Organization of Petroleum Exporting Countries (OPEC) in the move to revise concession agreements and participate fully in the production of oil. An examination of Kuwait's oil production and pricing policies shows them to be conservationist and not likely to change in the long run. This reflects Kuwait's position as a low absorber of oil revenues while having the longest lifespan among OPEC for proven reserves and the longest history of excess capacity to current production. Foreign investment revenues, however, are accelerating, and this new income as well as political forces could encourage Kuwait to sell petrochemical and refined products as part of the OPEC desire to share in downstream operations and lessen their dependence on oil exports. Or Kuwait may join Saudi Arabia in supplying residual oil for world markets. 11 references, 1 figure, 2 tables. (DCK)
