OPEC: where have all the barrels gone

What happened to OPEC's once overriding role in world energy supply. What caused OPEC's total production to be cut in half in the short span of four years, dropping from its peak of 31 million b/d in 1979 to the level of 15-18 million b/d maintained so precariously for the last 18 months. The question is opportune because the OPEC ministers meet in Vienna this week to grapple once more with their members' competing demands for higher production quotas. Their ability to maintain discipline hinges sensitively upon the future balance of supply and demand.
