Governments of coal-rich countries are urged to join the United Kingdom in an international coal research effort comparable to that of nuclear research. The United Kingdom's Coal Board, already spending $40,000,000 a year, needs long-term government financing to develop new projects in coal conversion and utilization. The U.S. government now spends $500,000,000 on coal development. Outside the U.S., seven countries have developed coal liquefaction technology to the pilot plant stage or further. The author, reviewing the approach and level of government participation in Britain, Federal Republic of Germany, Soviet Union, Japan, Poland, and South Africa, describes research goals and the extent of cooperation between the public and private sectors.
