Petroleum legislation and licensing procedures in the North Sea and some associated international problems

The author reviews major oil and gas exploration in the North Sea since Holland's Groningen gas discovery altered estimates of future reserves. Since then, international agreements have been developed to establish the jurisdictional boundaries of the continental shelf. Each of the affected countries has developed legislation and licensing procedures for developing petroleum and gas concessions. Policies to deal with reservoirs straddling international boundaries and having conflicting national policies have led to separate treaties between countries, the North Sea Agreements, and the Ekofisk Pipeline Agreement. The effort to establish guidelines for cooperation in the North Sea can serve as a model for future international production agreements.
