The anomalous broadening of the {ital B}{sub 1{ital g}}-like phonon of {ital R}Ba{sub 2}Cu{sub 3}O{sub 7{minus}{delta}} observed in Raman scattering is studied as a function of phonon frequency by substituting various rare earths for {ital R}. The onset of broadening starts abruptly at a phonon energy which allows us to unambiguously determine a single, sharp superconducting gap at 2{Delta}=316 cm{sup {minus}1}. 2{Delta}/{ital kT}{sub {ital c}}=4.95{plus minus}0.10, i.e., {ital R}Ba{sub 2}Cu{sub 3}O{sub 7{minus}{delta}} is a strong-coupling superconductor. We find qualitative and quantitative agreement with theory.
