Housing complex, DOE eye methane cogeneration. [Starrett City, high-rise development, New York City]
The DOE and Starrett City apartment complex in New York are negotiating a contract to study the feasibility of building the first combined power generation and waste treatment system, which would use methane from a sewage treatment plant to provide from 10 to 20% of the fuel needed to generate steam and electricity. Starrett City already has its own on-site co-generating plant. The DOE will, in return for funding the project, make the plans available for other sewage treatment plants. Capital needs for the project will be limited to a piping system and burner modification at Starrett City. The feasibility study will include the use of effluent water from the city plant as a cooling tower, various uses of solid wastes, and metering methods for returning the methane's value to the city.
