This booklet contains executive summaries of selected community energy planning projects which were carried out by local governments in the Pacific Northwest with financial assistance from the Bonneville Power Administration (BPA). BPA provided this assistance through a competitive grant program which began in 1981, and which has provided two subsequent rounds of annual grants to local governments. This program has funded planning efforts which lead to electrical conservation and renewable resource development, and has encouraged local government participation in developing solutions to the region's electric energy needs. The program goals included establishment of positive relationships between local governments and utilities; development and adoption of plans and ordinances that lead to electrical conservation; and testing of community energy management programs.
