Impact of FGD systems

Installations of flue gas desulfurization (FGD) systems are expected to increase significantly at existing fossil fuel-fired electric generating units with the implementation of the Clean Air Act Amendments of 1990 (CAAA) (Public Law 101-549, November 15, 1990, Senate Bill S. 1630). Additionally, all new fossil fuel-fired units, especially coal- and lignite-fired, will be subjected to the CAAA regulations and will have to consider a variety of methods including FGD systems for reducing total SO[sub 2] emissions. Anticipating the impact this legislation may have on electric utility operations, the North American Electric Reliability Council's (NERC) Engineering Committee requested an assessment by the Generating Availability trend Evaluations Working Group (GATE). GATE's task was to assess the effect FGD systems have had on coal- and lignite-fired generating unit availability with an emphasis on units that were retrofit with FGD systems. From this assessment, it was expected that future performance trends might be better understood and that knowledge used to help utility planners, generating unit designers, and production staffs as they consider future FGD system installations. GATE sought utility representatives experienced in the design and operation of FGD systems to support the assessment. The electric utility industry responded and the FGD Task Force was formed. Besides design and operating expertise, they also brought capabilities in statistical and economic analyses. The Task Force reviewed the general guidelines for this study and began its investigation by obtaining unit design and historical performance data from the NERC Generating Availability Data System (GADS). Data were provided from GADS for the 111 FGD systems identified in Appendix B. Operating costs and energy usage data on the operation of the FGD system were obtained. Detailed operating histories from each of the FGD systems operated by the Task Force also were used.
