This report reviews customers' attitudes and responses toward load management programs conducted by electric utilities in the United States. Load management programs covered include direct load control and time-of-use pricing in both the residential and the commercial-industrial sectors. Customers' attitudes are disaggregated into three aspects: feelings, beliefs, and intentions. The evidence concerning each of these three aspects is presented and their interaction with each other is discussed. The report describes the marketing approaches and incentives associated with various load management programs and how they influence customers' participation rates. The linkage between attitudes, program design, and customer response is illustrated and discussed. A representative set of programs are individually described in an appendix.
