The prospect of an Intelligent Vehicle/Highway System (IVHS), in which smart cars drive themselves and there are no traffic jams, seems equally fantasy and destiny. The US, Japan and several European countries have already sunk billions into IVHS projects undertaken jointly by automakers, governments, and universities. This paper describes the state of support for these systems, some major IVHS projects, the relationship between IVHS and mass transit, and other possibilities for IVHS technology to support alternatives. Suggestions are made that IVHS will do the most good if the smart cars component is redirected in several more practical ways so it will increase transportation energy efficiency rather that increase the number of cars.
