Electric utilities: A history-plagued future

The North American electric industry will undergo economic restructuring in the 1990s similar to the restructuring of the natural gas and telecommunications industries of the 1980s and the airline industry of the 1970s. But although the gas, telecommunications and passenger airline industries had complex regulatory systems, theirs did not match the complexity of the electric industry's regulatory system. The paper discusses the electric regulatory arena, the Energy Policy Act of 1992 (EPACT), problems highlighted by EPACT, and the current direction of restructuring.
