Relative size of SU(3) symmetry-breaking effects and penguin diagrams

We use the data on the decays [ital D][r arrow][pi][pi] and [ital D][r arrow][ital KK] as a test vehicle for evaluating the effects of penguin diagrams in exclusive heavy meson decays. Evaluating [Gamma]([ital D][r arrow][pi][sup +][pi][sup [minus]]) and [Gamma]([ital D][r arrow][ital K][sup +][ital K[minus]]), we find good agreement between our theoretical SU(2[ital L])[times]U(1)[times]SU(3)[sup [ital c]]-based predictions and observation. Contributions from penguin diagrams are small and SU(3) flavor breaking effects account for the large value of [Gamma]([ital D][r arrow][ital K][sup +][ital K[minus]])/[Gamma]([ital D][r arrow][pi][sup +][pi][sup [minus]]). Implications for [ital B] decays are discssed briefly.
