Municipal/industrial collaboration at the Vineland, N. J. , Cogeneration Plant
The 46.5 megawatt cogeneration plant installed in mid-1994 to provide electrical energy for the City of Vineland, New Jersey, and steam energy for Progresso Quality foods, had a unique financing structure. Non-rated private activity bonds were used for both the construction and term financing. The Vineland plant is also one of the first qualifying cogeneration facilities in the US to win a competitive solicitation and negotiate a power purchase agreement with a municipal electric utility. The natural gas-fired plant is owned by the Vineland Cogeneration Limited Partnership, comprised of TriStar Ventures Corp., a subsidiary of The Columbia Gas System, Inc. of Wilmington, Delaware, and Atlantic Generation Inc., a subsidiary of Atlantic Energy Inc. of Pleasantville, New Jersey. The paper describes the project history, the cogeneration plant, and major components.
