Ocean incineration: is it boon or bane

The author first discusses the regulatory problems and constraints that have encumbered this, one of the hottest ocean technology issues. A workshop was held on the subject in Washington, DC June 27-28, 1985, being attended by 23 of the key protagonists in the debate on the issue. There seemed to be agreement that: (1) different elements of incinerator ship operation might warrant somewhat different financial responsibility/liability insurance treatment; (2) divergent regulations under the auspices of several federal agencies, that bear upon the shore- and sea-based components, should be compiled in a unified handbook; and (3) high-toxic metal-containing wastes are probably unsuitable for ocean incineration, and London Dumping Convention restrictions must be met.
