The cyclotron excitation of an Alfven wave and of fast magnetosonic waves by passing resonant fast ..cap alpha.. particles with a nonequilibrium velocity distribution is analyzed in the local approximation. These waves propagate obliquely to the magnetic field at an angle far from ..pi../2 in a low-pressure plasma. A detailed numerical analysis of the excitation growth rates is carried out. The results show that only waves which are short along the magnetic-field direction are excited. The waves which are excited have a frequency ..omega..approx. <..omega../sub B//sub i/, where ..omega../sub B//sub i/ is the ion cyclotron frequency. The effect of the tokamak magnetic field gradient (toroidal effects)= on the instability is studied. It is found that the instability depends strongly on the propagation angle and does not occur for cos theta>0.6. Threshold values of the density of ..cap alpha.. particles are found.
