This patent describes a fuel tank vapor system comprising: a fuel tank body having an interior portion and an upper wall; a fuel supply pipe mounted on the fuel tank body, the fuel supply pipe having an inlet for receiving a fuel supply nozzle and an outlet communicating with the fuel tank interior portion, the outlet being spaced a selected first distance downwardly from the upper wall; a first vapor passage having an outlet in the fuel tank interior spaced from the fuel supply pipe and spaced downwardly a distance substantially equal to the first selected distance from the upper wall; a first fuel vapor absorbing canister in vapor communication with the fuel tank interior through the first vapor passage; a change-over control valve provided in the first vapor passage between the spaced outlet and the first canister, the control valve having an open and a closed position, the control valve being actuated to the open position such that the spaced outlet is in vapor communication with the first canister in response to the insertion of the fuel supply nozzle in the fuel supply pipe inlet and the valve being actuated to the closed position in response to the withdrawal of the fuel nozzle from the fuel supply inlet; a second vapor passage having an outlet in the fuel tank interior, the outlet being spaced from the upper wall by a distance less than the first selected distance.
