This patent describes a throttle valve control apparatus for controlling the opening of a throttle valve disposed in an intake system of an internal combustion engine having an accelerator pedal and mounted on a vehicle, comprising: accelerator pedal position detection means for detecting an operation position of the accelerator pedal; target throttle valve opening setting means for setting a target opening of the throttle valve; throttle valve opening detection means detecting the actual opening the throttle valve; throttle valve drive means for driving the throttle valve to equalize the actual opening of the throttle valve to the target throttle valve opening; means for detecting an operating condition of the internal combustion engine, wherein one of a first opening value proportional to the operation position of the accelerator pedal and a second opening value which is smaller than the first opening value is selected by the target throttle valve opening setting means as the target throttle valve opening in accordance with the operating condition of the internal combustion engine.
