The SRRP: Making pollution prevention work
The Pollution Prevention Act (PPA) requires the U.S. Environmental Protection Agency (EPA) to review its regulations prior and subsequent to their proposal to determine their effect on source reduction. The Source Reduction Review Project (SRRP) is EPA's regulatory response to the PPA. This project promises to be one of the most far reaching in EPA's arsenal of pollution prevention weapons, making it one of the most important regulatory initiatives for industry. SRRP will evaluate pollution prevention alternatives during the regulatory development process. It encourages the use of source-reduction measures to achieve compliance. In the first few years, SRRP will focus on ensuring that source-reduction measures and multimedia considerations are addressed during the development of rule makings that affect certain targeted industry segments. Over the long term, SRRP's goal is to provide a model for the regulatory development process throughout EPA, affecting all regulated industries. For purposes of the SRRP, EPA defines source reduction to mean reducing the amount of a pollutant that enters a waste stream or is otherwise released into the environment prior to out-of-process recycling, treatment or disposal.
