After a brief review of the status of the solar thermal industry, which includes companies developing parabolic dish, parabolic trough, and central receiver systems, the industry's strategy is assessed. Strategic targets are in the utility and industrial sectors. The approaches of the Carter and Reagan Administrations are compared. A case is made against cutting off funding at the present time.
