This patent describes a waste oil storage vessel for preventing entry waste oil into the environment. It comprises: an inner tank; and outer tank, the inner tank contained within the outer tank, the outer tank having a volume greater than a volume of the inner tank, the inner and the outer tanks forming an annulus therebetween; an air-operated pump having a liquid inlet, a liquid outlet and an air supply line. The liquid outlet discharging into the inner tank through a tank liquid inlet; and a float valve in the air supply line. The float valve in an open position when a float within the inner tank is in contact with a liquid and the inner tank contains a first volume. The float valve moving to a closed position when the tank is filled to a second volume greater than the first volume, the float valve remaining in the closed position until the tank is drained to a third volume, the third volume less than the second volume.
